Troubleshooting Hydraulic Man Bucket Tilting Issues - Genie S 60 Maintenance

The hydraulic man bucket is not tilting properly. After removing the lines from the cylinder, I inserted a pressure gauge in one line and fixed the other to allow it to function in the bucket. When the switch is turned one way, the pressure gauge does not provide any reading. Turning the switch the other way causes oil to flow out of the other line. After placing the gauge in the second line and flipping the switch, oil flows out of the open line. It has been a persistent issue, as the bucket swivel leaks severely. I plan to attempt a rebuild to address the issue, as everything else is functioning correctly.
